A pack enters the catalog the moment it is approved - it is read straight out of what its creator uploaded, not copied. Refusing one hands it back to them, editable, with the note you write.

Approving puts every icon above into the public catalog immediately. Refusing needs a reason - the creator sees it word for word.

Take out of the catalog
The pack disappears from search and the catalog at once, and becomes editable for its creator again. It is recorded as withdrawn rather than refused, so they can tell the two apart.
